[WP Notification Bar] Help with functionality

I need a notification bar but I need to locate it below the header and
at the top of the content.

I need it to be full width and to contain in a single line, text, name
and email address. I need the bar to be in house colors and text and the
mail linked to an auto-responder.

Is this possible, please, with WP Notification Bar. If code is needed
could you point me at the code I need to locate where I've defined.
