[WP Notification Bar] Wp Notification Bar With Fixed Header?

I need to add a notification bar to a client site. The site has a fixed header (position:fixed). Is it possible for WP Notification Bar to be used so that it pushes down the header in an animated fashion? And then the header will stay fixed?

The plugin won't be able to push the header down in an animated way. But it should push it down.
