I wanted to create an website some thing similar to this website www.hongiranalifecare.com , the website require network marketing  with  binary system each day 2 cutoff and the amount credited to the members as the percentage for each level , after deducting the admin fees & tax , the network structure to be displayed also the payment history of each members account individually are the functions.

1. Above website done by wordpress or not 

2. The best plugin & theme you suggest to use for the website as mentioned above functionality.

We are not aware of any plugins that can do that, unfortunately. You might need a custom plugin solution. I don't think the theme will matter much for you, you can use any theme as long as you have a good plugin or custom system.
