Yes, adding any of the above plugins will help you with the ToC's score.
But, I would recommend not to fret over the SEO scores but focus entirely on writing great content for your users. The scoring should only be taken up as a recommendation and not a ToDo list.

No, that is manipulation and should not be done.
That plugin updates the published/last updated date of a post, and without updating the content of a post, Google might penalize a website.

That's why I suggested the Classic Editor plugin.
So you do not have to deal with the new editor.
That way you can still have the latest WordPress version and get time to let all the plugins update for 5.0

I'm highly suspecting (sure TBH), the errors are popping up due to server issues.
Your website is still throwing website can't be reached error and sometimes it's too slow. I'm sitting on a 200MBPs connection and everything else loads perfectly fine.

Please stay advised that Google takes page speed very seriously and could penalize your website for slow loading times.
I would highly recommend switching to a better hosting or getting these errors fixed by your server guy.

We personally recommend upgrading to 5.0 after installing the Classic Editor plugin, assuming Gutenberg is the reason for not updating.
But if you decide to stay with 4.9.8, which could be risky, here are the updated plugin files:

Yes. You can confirm the same by opening the post and then following this image tutorial
Once the source is opened, search for the word Title and you can confirm if the title is same as you entered in the plugin.

It seems like you accidentally created redirects for those posts, redirecting back to the same post. That resulted in an infinite loop.
I went ahead and disabled those redirections.
Also, I changed this setting:
WordPress handles that on its own and unless you are making use of those redirects in a special way, it is not advised to turn this option On.
